AMESBURY — City Council holds third FY27 budget hearing across 14 departments and agencies. Vice Chair Scott Mandeville oversaw presentations from Inspectional Services Director Jim Wilson, Health Services officials, Community and Economic Development Director Nicholas Cracknell, Department of Public Wellness Director Courtney Hutchinson, Whittier Regional Vocational Technical High School Superintendent Maureen Lynch, and Department of Public Works Director Joe Buckley, with seven of nine councilors present. The council reviewed increases in Inspectional Services staffing requests and training budgets, a revised Health Services fee structure tied to modernization, and a restructured Department of Public Wellness aimed at closing service gaps between the Council on Aging and mental health programs.
