Council elects Haggstrom chair of budget committee; Mandeville vice chair.

AMESBURY — The City Council's Ad Hoc Budget Committee of the Whole opened its fiscal year 2027 budget hearings with leadership elections. Amanda Haggstrom was elected chair unanimously, while Scott Mandeville was elected vice chair in a 5-1 vote, with Claudel Frederique opposing. The committee heard presentations from seven departments: MIS Director Steve Hare, Treasurer Donna Cornoni, City Clerk Jennifer Smith (presenting for three offices), Veteran Services Officer Kevin Hunt, and Recreation Director Kathleen Crowley.
Hare reported the MIS department receives three to four public records requests monthly. Cornoni said sick leave buy-back funds cover a retiring clerk and her own upcoming retirement. Crowley noted Youth Services underwent a 20 percent salary reduction due to part-time staff cuts and will deploy a beach director instead of a lifeguard.
