AMESBURY — Planning Board hears preapplication for six-unit residential conversion of historic mill at 29 Water Street. Applicant 21 Water Street Realty Trust, represented by Mike Sanchez of Construction Operations Group, seeks a Historic Special Permit to add condos on floors two and three of the 1878 building in the Industrial Commercial zone, with ground floor reserved for mechanical and storage space due to floodplain constraints.
