AMESBURY — Technical Review Committee hears pre-application on 10 Chestnut Street improvements. Ben Becker and civil engineer Dan MacRitchie presented plans to repave, relocate a utility pole and fire hydrant, add parking, and address on-site drainage on the 1.6-acre site. Nipun Jain directed the applicant to file a formal site plan review under Zoning Code Section XI.C., noting the non-conforming site has converted to commercial use and this represents an opportunity to establish compliance baseline.

Chief Serino emphasized confirmation of fire access around the building and the existence of any public access easement, which cannot be gated. The committee voted unanimously to approve the December 17, 2025 minutes.
