AMESBURY — Zoning Board selects peer review firm for 27 Kimball Road Comprehensive Permit application. The board voted 4-1 to hire BSC Group to conduct independent review of civil, environmental, and traffic studies for the proposed 95-unit cottage rental development, with authority to request supplemental reports. Dave Haraske voted against, preferring Stantec for hydrology work.

The board separately authorized a separate urban design peer review scope. The applicant, Marcus Partners, plans to submit revised site plans by June 1 addressing abutters' concerns about circulation, density, and parking. The hearing is continued to June 15, 2026, with public comment from residents questioning whether the existing traffic study, based on December 2025 data, adequately reflects actual roadway conditions.
