Zoning Board opens review of 95-unit cottage rental development on Kimball Road

Zoning Board of Appeals · Meeting of March 5, 2026

AMESBURY — Zoning Board opens review of 95-unit Chapter 40B development on Kimball Road. The Board, led by Chair Sharon McDermot, authorized staff to solicit peer review quotes in four categories--civil and stormwater design, hydrology, traffic, and local conservation compliance--and scheduled a special meeting for April 9, voting unanimously on both motions. Developer Marcus Partners proposes a cottage rental community with 24 deed-restricted affordable units; if approved under Chapter 40B's 25 percent affordability threshold, all 95 units would count toward Amesbury's Subsidized Housing Inventory, advancing the town toward the state-mandated 10 percent affordable-housing threshold.

Public comment centered on traffic safety, emergency response delays from a single access point 2.3 miles from the nearest fire station, stormwater runoff impacts on abutting properties, and municipal service capacity.
